What is full-population control testing?
Full-population control testing evaluates every in-scope record against a control’s criteria instead of a sample. Because nothing is extrapolated from a subset, sampling risk is removed by construction — the result is the exact count of conforming and non-conforming items across 100% of the population.

How it differs from sampling
Traditional control testing inspects a sample — often a few dozen items — and infers the control’s effectiveness for the whole population. Full-population testing inspects all of them, so the conclusion is a measured rate, not an inferred one.
What it changes for the auditor
